The scheme, on behalf of Burnley Borough Council, will incorporate links from the existing town areas to nearby retail parks. The project will comprise reinforcement of pedestrian routes to create two new civic spaces.
Overall, the scheme will also include the provision of 250,000 sq ft of high street retail accommodation along with a 400 space car park.
Construction work is anticipated to commence in the Spring of next year.
The project aims to upgrade central areas and make the most of existing facilities for the people of Burnley, as part of the Borough Council's structure plan.
